Laurie Carroll has been a volunteer with the Pikes Peak or Bust Rodeo for the last eight years and is currently the President of the Pikes Peak or Bust Rodeo Board of Directors. She is passionate about the Rodeo’s mission to give back to local military and their families.

Laurie is a retired Air Force Colonel and senior civilian with over 36 years Department of Defense (DoD) experience in strategic planning, organizational planning, strategic human capital management, project management, budget formulation, cost estimating and modeling, and the DoD Planning, Programming, Budgeting and Execution (PPBE) system. She represented the Air Force at Office of the Secretary of Defense and Office of Management and Budget hearings; and responded to Secretarial, Executive Office and Congressional inquiries concerning Air Force manpower

She retired from federal civil service in 2016 as the Executive Director, Manpower, Personnel & Services at the US Air Force Academy. There she oversaw military and civilian personnel policies for the permanent party staff and cadet and preparatory school students, and career classifications for graduating cadets. She developed and led the nation-wide search and interview process to hire the Director of Athletics.

Her defense contractor experience was with Booz Allen Hamilton and Schafer, providing human capital management and organization expertise. She was a project manager responsible for milestones, deliverables, labor hours, contract costs, budget execution and final cost/profit analysis. She led the cost model development and analysis supporting the Army Wounded Warrior project. Results were briefed to Secretary of the Army and Secretary of Defense; and instrumental in policy changes allowing Wounded Warriors longer rehabilitation periods and return to duty versus discharge.

Laurie is a native New Englander, spending her time In Maine and Cape Cod before joining the Air Force. She holds a Bachelor of Arts Degree in Business Administration from the University of Massachusetts, Amherst and a Master of Arts Degree in Business Administration from Webster University. Additionally, she is a Distinguished Graduate of the Air Force’s Air Command and Staff College and a graduate of Air War College. She held certifications as a Senior Professional Human Resources Manager and Project Management Professional.
